Abstract In the event of a disaster, municipal governments are expected to fulfil several responsibilities. However, owing organizational reforms, cost reductions, and workforce reductions experienced by Japanese in 1990s 2000s, they have arguably become incapable providing effective community-based administration. this context, questionnaire survey was conducted on employees coastal regions Japan where earthquakes tsunamis commonly anticipated. An attempt made evaluate current state disaster awareness within organizations among staff members based results clarify individual issues. Those surveyed were 288 officials with significant response roles. The their understanding various measures knowledge questionnaire, three phases considered: predisaster, rescue, reconstruction phases. responses each employee corresponding phase recorded. indicate that, although plans well known all participants certain extent, level varied between departments. addition, departmental who often involved mitigation concerned about coherence effectiveness operations undertaken plans. Thus, these issues should be considered future reviews Despite considerable progress development distribution emergency plans, much remains done raise regarding specific action staff. This concerns specificity, coherence, plan rather than personnel.
